After disabling or enabling images and/or SSL on Netscape I have to restart the browser before the changes are recognized. Why is this?

This is expected behavior. This happens because changes made to these settings are not recognized by Netscape until the next time it is restarted. Since they are not recognized by Netscape until the next restart, they are not recognized by BrowserHawk either. Once the changes take affect BrowserHawk will recognize the changes as expected.
