Can the licenses for our production environment be applied to our disaster recovery environment (because only one environment is active, the other is on warm-standby)?

Yes, licenses for disaster recovery servers are provided at no additional charge.
The only requirements are that: 1) the disaster recovery servers cannot be used live in production simultaneously with the normal production servers (except for any brief cut-over or testing period that may be reasonably needed), and 2) the number of disaster recovery servers BH is installed on cannot exceed the number of purchased BH production licenses.
